On a german 2012 R2 RDP host, "control panel" etc. is displayed instead of "Systemsteuerung"

Hello everybody,

at a customer's site, there are two german 2012 R2 RDP hosts. The start Screen entries for "Computer", "Control Panel" etc. are displayed in english language instead of german ("Systemsteuerung"). Why?
