Customizing tile GUI ( start screen ), saving it and giving it to another user

Hello,

we have "Windows Server 2012 R2" in use, as a Terminal Server.

I would like to create a special start screen (4-5 special app tiles, the windows standard tiles should be removed) and save it.

Then I want to give it to other users.

For example by

     - executing a VBScript from the user's startup menu or
     - providing it in a special windows profile like "Public", "Default", "All users"

Please: Not by GPs!

I found some hints in the www how to save or export the "tile GUI", but restoring it in another user profile didn't work.

The tile GUI of the "target user" stayed the same after restoring, and I don't understand it.

Which is the right/correct way to realize it?
